EAST GLAMORGAN CHESS ASSOCIATION

The pre AGM committee meeting of the Association will take place at The Institute, 39 Commercial Street, Nelson CF46 6NF, home of Nelson Chess Club on Thursday 18 May 2017, starting at 7:30pm

4. Preliminary report from the treasurer.

In the absence of the treasurer the unaudited accounts were reviewed.  The small surplus for the year was noted.   

5. Preliminary report by the Ex.D.

There were 2 issues this season – poor communication and the lack of a match card during April and May.

Had team captains spoken to one another and also to the ExDir more than half of the penalties passed could have been avoided.

A request has been made to Andrew Trickey to prepare a new match card.  The current work around is causing issues with results not being sent to the correct addresses.

Also the increase in defaults towards the end of the season was noted.

6. Preliminary report from the secretary.

7. Proposed changes to the EG Rules of Play

Most of the discussion revolved around these.  A breakdown of the voting is attached.  8 of the 11 proposals will go to the AGM.

8. Proposed changes to the EG Constitution.

None

9. A.O.B.

Discussed possibly not charging an EG fee next season due to high balance held.  It was decided this needed to be a formal proposal to be put before a future AGM. 

Discussed setting a date for next season’s Pre AGM meeting.  It was decided to leave this to the next Secretary to arrange. There was debate as to how a new could be made and it was suggested we ask all clubs to discuss this with their members before the AGM.  Details could also be put on the associations facebook page.

Discussed possible changes to the final round of play.  However as no formal proposal had been received it was decided to await formal proposals for next years AGM.

Please note that clubs may send more than one member to a committee meeting, but only EG officials and one member from each club are entitled to take part in any vote.

Rule amendment 1 – this was supported at the Pre AGM meeting  

 

1.

Player Club Registration

A player shall play only for the club with which he is registered, and may only be registered with one club at any one time.

 

Add to this –

To register a player clubs must notify both the Treasurer and the Ex.D. of: -

i  the players name

ii  For juniors the players date of birth.  A junior is someone under the age of 18 on 1st September when the league season starts.

iii  clarify whether this player has played chess in Wales during the past 5 years

iv enclose the correct fee.

v  WCU id if known

All clubs must make their first bulk registration of players by 31st October. 

Any players not included in this list will be subject to a registration period of 28 days from the date of their first match.  Any late payment for these players will be subject to both a late registration surcharge of £1 and in accordance with Appendix 2, point 4(d) will be considered as ineligible players until their registration has been completed.

Registration Period

All players are to be registered within 28 days of their first league match.  Anyone not registered within this 28 day period will have a surcharge of £1 added to their registration fee.

 

Point 6 can be cancelled as it is now included in point 1

Rule amendment 2 this was not supported at the Pre AGM meeting and the motion is withdrawn

APPENDIX 2

2.

Every 2 penalty points will result in a deduction of ½ game point.

 

I wish to remove the penalty points and make the penalties the exact amount – ie 1 point etc.  All of the quoted penalties would change but not the value of the points deduction in the league tables.

Infringements not listed below or specified in the rules, will incur 1 penalty point for the first offence; until the team has been notified of the breach, subsequent breaches of the same rule will incur 4 penalty points for each infringement.

 

Change this to - Infringements not listed below or specified in the rules, will incur a penalty of 1 point.

This is higher than the original amount which was effectively nothing

Rule amendment 4 this was not supported at the Pre AGM meeting and the motion is withdrawn

Team Ordering

Team captains will arrange players in order of playing strength.  A tolerance of 100 points will be allowed for all players, based on the latest available EG published rating list.  

 

Add to this 

Players who are either unrated or with an estimated rating are not subject to a tolerance of 100 points and can play on any board.

Rule Amendment 5 due to the complexity of this motion and the proposers unavailability it was agreed to allow this motion to go to the AGM

(a) scrap all nomination rules and replace these with (b) and (c) below

(b) In any club with 3 or more teams, each player rated 1800 or over at the start of the season can play in only 2 of those teams.

(c) Any player rated 1800 or over at the start of the season that has played 24 games in a season may only play for one of his 2 teams for the remainder of the season.

(The reason for 13 is a very active player can play 13 for A and 12 for B and now must play for A where the remaining 5 takes him in total to his allowance of 30)

Rule Amendment 6 this was supported at the Pre AGM meeting  

Rule 5 (b) - delete the full stop and add "and the reverse fixtures shall be played within the first three rounds of the second half of the season."

 

Where two or more teams from the same club play in the same division, the club's two highest ranking teams shall meet within the first three rounds of the season.

 

Rule Amendment 7 this was not supported at the meeting but the proposer still wishes to discuss this at the AGM.

 

Rule 8 (c) - delete "rating under 1600" and replace with "rating under 1400".

 

Players with a rating under 1600 may play an unlimited number of games for their club in the league.  For other players, the maximum number of games that a player can play in the league shall be 30 games.  In exceptional circumstances the Ex.D. May allow more games to be played.

Rule Amendment 8 this was not supported at the meeting but the proposer still wishes to discuss this at the AGM.

 

Rule 8 (c) - delete "4 games" and replace with "3 games".

 

A player may play a maximum of 4 games against any opposing team in one season.

 

Rule Amendment 9 this was not supported at the meeting but the proposer still wishes to discuss this at the AGM.

 

New rule 8 (d) - "In any one season, once a player has played 6 games in Division 1 they are not permitted to play any games in Division 3 or Division 4."

 

Rule Amendment 10 this was not supported at the meeting but the proposer still wishes to discuss this at the AGM.

 

New rule 8 (e) - "In any one season, once a player has played a combined total of 8 games in Division 1 or Division 2 they are not permitted to play any games in Division 4."

 

Rule Amendment 11 this was not discussed as it is dependant upon the acceptance of the rule amendment 9 and 10 being adopted.
